ROHS

About of Service

  • Objective:

    • To protect human health and the environment by restricting the use of certain hazardous substances in electrical and electronic equipment (EEE).
    • To contribute to the environmentally sound recovery and disposal of waste EEE.
  • Regulated Substances: ROHS restricts the use of the following substances:

    • Lead (Pb)
    • Mercury (Hg)
    • Cadmium (Cd)
    • Hexavalent chromium (Cr6+)
    • Polybrominated biphenyls (PBB)
    • Polybrominated diphenyl ethers (PBDE)
    • Bis(2-ethylhexyl) phthalate (DEHP)
    • Butyl benzyl phthalate (BBP)
    • Dibutyl phthalate (DBP)
    • Diisobutyl phthalate (DIBP)

These substances are limited to 0.1% by weight in homogeneous materials, except for cadmium, which is limited to 0.01%.

  • Product Categories: ROHS applies to a wide range of EEE, including:

    • Large household appliances (e.g., refrigerators, washing machines)
    • Small household appliances (e.g., vacuum cleaners, toasters)
    • IT and telecommunications equipment (e.g., computers, phones)
    • Consumer equipment (e.g., radios, TVs)
    • Lighting (e.g., lamps, light bulbs)
    • Electrical and electronic tools (e.g., drills, saws)
    • Toys, leisure, and sports equipment
    • Medical devices and monitoring/control instruments
    • Automatic dispensers
    • Other electronic and electrical equipment not covered by any of the above categories
  • Exemptions: Certain applications are exempt if no feasible alternative exists, particularly in medical devices and monitoring/control instruments. Exemptions are reviewed periodically to determine if alternatives have become feasible.

  • Compliance Requirements:

    • Manufacturers must ensure their products comply with ROHS restrictions.
    • Products must be tested, and documentation (such as a Declaration of Conformity) must be maintained to demonstrate compliance.
    • Non-compliance can result in penalties, recalls, and bans on selling products in the EU market.

Uses and Benefits

  • Geographical Scope: Primarily applies to all member states of the European Union. Products sold in the EU, regardless of where they are manufactured, must comply.
  • Product Scope: The directive applies to a wide range of electrical and electronic equipment (EEE) including: Large household appliances (e.g., refrigerators, washing machines) Small household appliances (e.g., toasters, coffee makers) IT and telecommunications equipment (e.g., computers, phones) Consumer equipment (e.g., radios, TVs) Lighting equipment (e.g., light bulbs) Electrical and electronic tools (except large-scale stationary industrial tools) Toys, leisure, and sports equipment Medical devices Monitoring and control instruments Automatic dispensers Other electrical and electronic equipment not covered by any of the categories above.
  • Substances Restricted: ROHS restricts the use of the following hazardous substances: Lead (Pb) Mercury (Hg) Cadmium (Cd) Hexavalent chromium (Cr6+) Polybrominated biphenyls (PBB) Polybrominated diphenyl ethers (PBDE) Bis(2-ethylhexyl) phthalate (DEHP) Butyl benzyl phthalate (BBP) Dibutyl phthalate (DBP) Diisobutyl phthalate (DIBP) These substances are restricted to a maximum concentration by weight in homogeneous materials, typically 0.1% or 0.01% for cadmium.
  • Exemptions: Certain applications of these substances are exempted if there are no feasible alternatives. Medical devices and monitoring and control instruments have specific exemptions due to their unique requirements.
  • Compliance and Enforcement: Manufacturers must ensure their products comply by testing and maintaining records. Non-compliance can result in penalties, product recalls, and bans on selling products within the EU.

Additional Disclosure

  1. Product Compliance Statement: Provide a statement confirming that the product complies with the ROHS directive requirements. This statement should include details such as the product name, model number, and declaration of conformity.

  2. List of Restricted Substances: Disclose the substances restricted under the ROHS directive that are present (or intentionally added) in the product. The substances typically restricted include lead (Pb), mercury (Hg), cadmium (Cd), hexavalent chromium (Cr VI), polybrominated biphenyls (PBB), and polybrominated diphenyl ethers (PBDE).

  3. Materials Declaration: Provide a detailed materials declaration listing the substances and their concentrations in the product. This declaration may require information from suppliers and testing to ensure accuracy.

  4. Testing and Certification: Include details of any testing conducted to verify compliance with ROHS requirements. Provide certificates or test reports from accredited laboratories demonstrating compliance.

  5. Compliance with Other Regulations: If the product is subject to additional regulations or directives related to hazardous substances (e.g., REACH regulations in the EU), disclose compliance with those regulations as well.

  6. Manufacturer Information: Provide information about the manufacturer or importer responsible for placing the product on the market. This includes contact details and identification numbers as required by regulatory authorities.

Documents & Detail Required

  1. Materials Declaration: This document lists all the materials used in the product, including their compositions and concentrations. It specifically highlights whether any of the restricted substances (lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers) are present above the allowed thresholds.

  2. Certificate of Conformity: A certificate issued by the manufacturer or importer declaring that the product complies with the ROHS directive. This certificate should include details such as product identification (model number, serial number), compliance statement, and signature of an authorized person.

  3. Test Reports: Reports from accredited laboratories detailing the results of tests conducted on the product to verify compliance with ROHS requirements. These reports should include information on testing methods used, limits of detection, and results for each restricted substance.

  4. Supplier Declarations: Declarations from component suppliers confirming that the materials and components they provide comply with ROHS requirements. These declarations may be required to support the overall compliance of the finished product.

  5. Technical Files: Comprehensive technical documentation that supports the manufacturer's declaration of conformity. This may include design drawings, bills of materials (BOMs), assembly instructions, and other relevant technical specifications.
